A labial cavity on an incisor is the one place a molar clamp is no help at all. The No.9 is a butterfly-form anterior clamp with slightly offset beaks, sized to the incisor arch: it holds the dam clear of the labial surface so the cavity you came for is actually visible.

Do I need a clamp on an anterior at all?
Often not. An elastic cord between the contacts holds an anterior dam perfectly well. A clamp earns its place when the cavity runs to or below the gingival margin.
9 or 212?
The 9 holds the dam. The 212 is for compressing the gingiva when the margin is subgingival, and is wingless.
